the new residence requirement will be phased in over 3 years. If you apply for Unemployment benefits in 2019 the requirement is that you have stayed in Denmark for 5 out of the last 12 years.
You are not specific about what date on year you arrived to Denmark and if you came directly from Eritrea, so you situation in relation to the new rule, will depend on this.
If you are an refugee and has been granted Asylum in Denmark, then you can include stays from other EU/EEA-countries during the last 12 years (like EU-citizens can).
If you came here in start of 2014, then you will have stayed in Denmark for 5 years in start of 2019 (from the date of your arrival in Denmark). So in this case you will meet the new residence requirement.
But if you came to Denmark in late 2014, then you will not be able to apply for Unemployment benefits the most of 2019, because you have not stayed here for 5 years.
Be aware that in 2020 the requirement is 6 out of the last 12 years, and from 2021 the new rule will be full phased in, and the requirement will in 2021 and after be 7 out of the last 12 years.
