Hi,
The work does not need to have been carried out for 12 consecutive months, but wage hours must be reported in each of the 12 months.
In contrast to what otherwise applies when earning right to unemployment benefits, you do not need – in order to meet the affiliation requirement – to have been a member of an A-kasse during the 12 months in which you have worked hours.
The 8 months with income reported to SKAT will not be enough.

der gælder en særregel i 2022 og 2023 om at elever og lærlinge kan tjene penge ved siden af deres elev-/lærlingeløn og stadig få/bevare gratis A-kasse.
Reglen fremgår af “Bekendtgørelse nr. 1234 af 12/10/2023 om betaling af medlems- og efterlønsbidrag til en a-kasse” § 9.Det fremgår af vejledningen til denne bekendtgørelse (nr 9788 af 13/10/2023) at :
Den samlede indtægt opgøres som indtægten for en periode på 12 måneder. Perioden regnes fra den dato, medlemmet søger om fritagelsen (gratis A-kasse).
Medlemmet kan godt have indtægter, der i nogle måneder ligger over det maksimale dagpengeniveau for en måned (kr. 19.728). Det er dog et krav, at den samlede indtægt opgjort som gennemsnittet af indtægten for 12 måneder, ikke overstiger det maksimale dagpengeniveau for 12 måneder (kr. 236.736).
Konstaterer a-kassen, at den samlede indtægt oversteg det maksimale dagpengeniveau for et år, skal medlemsbidraget for 12 måneder opkræves efter de almindelige regler om opkrævning af medlemsbidrag mv.
Hvis medlemmet afsluttede eller ophørte med uddannelsen inden for en 12 måneders periode, opgøres den samlede indtægt som indtægten i den del af perioden, hvor medlemmet deltog i uddannelsen. Den samlede indtægt må udgøre en forholdsmæssig del af det maksimale årlige dagpengeniveau/årlige elevløn.
Jeg forstår dit spørgsmål som om at 3F anerkender at det har været ok at få udbetalt fra et andet selskab. Det betragtes i så fald som et andet arbejde. Men det er som bekendt tilladt i 2022 og 2023, blot indtægten i en 12 måneders periode ikke overstiger kr. 236.736.
Du/I kan jo prøve at henvise 3F til den bekendtgørelse/vejledning jeg har henvist til foroven.

det er desværre udenfor vores normale kompetenceområde at svare på spørgsmål om sygedagpenge.
Jeg er dog umiddelbart enig i din oplysning om at hvis man er berettiget til dagpenge, bør man også kunne få sygedagpenge. Se også Borger.dk (om sygedagpenge hvis du er ledig).
Om din forudgående periode med tabt arbejdsfortjeneste ændrer på dette har vi ikke nok viden om emnet til at kunne svare på.

I assume that you have been granted a danish residence permit as a full degree PhD.
When you have been granted this type of permit, you must support yourself and your accompanying family members by using your own funds.What does this means?
If you are an employed PhD student receiving a salary, you are not allowed to receive cash benefits, start help or any other benefits under the terms of the Active Social Policy Act.If you are a PhD student without receiving a salary you are not allowed to receive any support from an authority. This also include
unemployment benefits from a danish A-kasse.However, regardless of what kind of PhD student permit you hold, when you finish your PhD you are only allowed to stay in Denmark to look for job (not work). You will normally be granted the 3-year job seeking permit along with your residence permit.
If you are offered a job during the job seeking period, you must apply for a new residence and work permit based on work.
And a job seeking permit is also on the condition that you can support yourself and your family during your stay.
This means that it does not give meaning for you to become member of an A-kasse. You will not be able to benefit from it.

I assume you ask about the possibility to export/transfer your unemployment benefits (“dagpenge”) from the danish A-kasse, while looking for job in another EU/EEA-country.

https://www.a-kasser.dk/transferring-unemployment-benefits/.If you quit your job your self you will be regarded as self-inflicted unemployed, and will get a quarantine of 3 weeks from the day after you stop working, in which period you will not receive dagpenge from the A-kasse.
If a quarantine or a part of it has not been completed 3 months after a termination of a job, the quarantine is deemed to have expired.
This means that if you go to your home EU-country the day after you stop working, and return to Denmark after 3 months, you will no longer have the 3 weeks quarantine.

I am not sure what you mean by “work time-off system”, but I will try to answer anyway.
You must use your 2-year unemployment benefit period (“ydelsesperiode”) within a 3-year period (“referenceperiode”). However, periods when the member receives maternity benefits (“barselsdagpenge”) from Udbetaling Danmark extend the reference period.
You don’t precisely tell if you have received barselsdagpenge, or you have been paid salary by an employer during your leave.
But if you have received barselsdagpenge, the 3-year period in which you must use your dagpenge is extended with the length of the maternity period
So to find out when you latest have to use the last 4 days with dagpenge from your A-kasse, you must find out when the dagpenge period started, add 3 year and add the lenght of the maternity period. This will give a date, on which you will lose the 4 days if they are not used.
All these things should be registered automatically by your A-kasse. And you should be able to see when the reference period expires, in your A-kasse’s self-service solution, or you can off course call them and ask.
And of course, to get the last 4 days paid out you must meet the requirements – meaning you must be unemployed and be available for the labor market.

About 1:
transfering of accrued rights regarding Unemployment Insurance between EU/EEA countries is coordinated by the EU-law.
This means that the same principles apply when moving between EU/EEA countries.
You can transfer rights by using a PD U1 document. Or if he authorities in the two EU-countries have agreed to exchange information electronically they should use EESSI/RINA to send a SED U002 electronically document.
If you ask your former A-kasse about PD U1 document, they are obliged to issue the document to you.
You must ask the former danish A-kasse to help you with the information. They can issue a PD U1 or send the information electronically to your home EU country with EESSI/RINA (SED U002).
The PD U1/SED U002 must be used by your home EU country Unemployment Insurance authority to get information about your working and insurance periods in Denmark.
Your home EU country can have some additional requirements you must meet before you have right to get the working periods registered in your home country. You must ask them.
About 2:
There is no requirement that a member who requests unemployment benefits after an interrupted membership period must
meet the requirements for a new unemployment benefit period.To the extent that the member has a previous unemployment benefit period that has not been used in full – without subsequently meeting the income or employment requirement again – the member will thus be able to continue in the
previous benefit period. However, there is a requirement that the member has been an uninterrupted member for at least one year, eventually by using PD U1.You will need to sign up again when/if you move back to Denmark. In that case you can transfer rights from your home EU country to the danish A-kasse with the same procedure as mentioned above under 1).
However you must be aware that Denmark has a speciel requirement saying that if you have not been member of a danish A-kasse within the last 5 years you need to work 296 hours within 12 weeks/3 months, before you can transfer your accrued rights (PD U1/SED U002) to the danish A-kasse.
Finally you must be aware that if it’s more than 3 years ago that the 12 months Unemployment benefits period began, it will be outdated, and you can not continue to receive the last 9 of the 12 months.

You are normally registered from the date you applied for membership.
if you still have mails from the A-kasse from when you signed up, you may be able to find a confirmation mail from the A-kasse.Otherwise you could look on your bank account and find the first time you paid membership fee to the A-kasse. Your membership is charged in advance per quarter, so if you find the first invoice from the A-kasse you can see from what date your membership started.

the starting point is that its not possible to study and at the same time receive dagpenge. It’s because when you receive dagpenge you must be available for the labor market – and you do not if you are studying.
However its possible to participate in some educations and at the same time receive dagpenge. There are some conditions you must meet, for example you must be over 30 years old and you must be unskilled or have an outdated/old education.
This option is called “Uddannelsesløft”.

Det følger af § 30, stk. 3, i bekendtgørelse om indkomst- og beskæftigelseskravet for ret til dagpenge og § 19, stk. 5, i bekendtgørelse om beregning af dagpengesatsen, at indtægt fra et andet EØS-land eller Schweiz skal indekseres til brug for vurderingen af retten til dagpenge og beregning af dagpengesatsen. Indtægt, som er optjent i en forsikringsperiode i et andet EU/EØS-land (eller Schweiz), skal indekseres på baggrund af det pågældende lands indekseringsfaktor. Indekseringsfaktorer fastsættes årligt og faktorerne for 2023 kan ses i “Vejledning om satser mv. på arbejdsløshedsforsikringens område 2023“, og i tabellen neden for.
Som det fremgår af tabellen er indekseringsfaktoren for Bulgarien 6,87.
Da du har været medlem af en dansk A-kasse inden for de sidste 5 år, kan du genindmelde dig i en dansk A-kasse og ved hjælp af PD U1 få overført din anciennitet (forsikrings-/medlemsperiode og indkomst) fra Bulgarien.
Din A-kasse skal således – forudsat de har modtaget et PD U1 dokument – medtage din indkomst fra Bulgarien (x 6,87) både ved beregning af om du opfylder indkomstkravet, og såfremt du har ret til dagpenge også ved beregning af din dagpengesats.
A-kassen skal dog ved beregning af din dagpengesats bruge de bedste 12 måneder inden for de sidste 24 måneder. Så havde du indkomst i Danmark før du rejste til Bulgarien vil det indgå hvis du havde en højere løn i Danmark end 4000 x 6,87 kr.
Men uanset hvad skulle du ikke have problemer med at få den højeste dagpengesats, da det kræver en bruttoløn på kr. 23.826 pr. mdr.

it’s not possible to pause payment of membership-fee (“kontingent”) to the A-kasse.
If you do so, you will have to start over again with 1 year membership when you start paying again/become member of A-kasse again.
What career/job you have has nothing to do with your right to Unemployment benefits, as long as you can meet the requirements for being eligible for Unemployment benefits (“Dagpenge”). Therefore you can also change career/job without problems.
However depending on what A-kasse you are member of, a career change can mean that you need to change A-kasse. This is because some A-kasser only covers one/few professional fields, while others are interdisciplinary and accept any as member regardless of job or education.

nej, det kan du desværre ikke, som reglerne ser ud i dag.
Det såkaldte “uddannelsesløft” på dagpenge gælder kun for erhvervsuddannelser efter lov om erhvervsuddannelser, hvilket som du selv siger ikke omfatter professionsuddannelsen til sygeplejerske.
Udover det så giver dagpengesystemet primært mulighed for opkvalificering i form af kortere kurser med mere.

Efter reglerne skal A-indkomst, der er indberettet til indkomstregisteret i henhold til § 3 i lov om et indkomstregister og B-indkomst, hvoraf der skal betales arbejdsmarkedsbidrag indgå i beregningsgrundlaget for dagpengesatsen.
Der medregnes indtægt til den måned, hvori indtægten er indberettet til indkomstregisteret.
A-indkomsten er ikke kun den basale løn, men for eksempel også provision, honorarer, feriepenge samt fri kost og logi.
Når der efter den nye ferielov udbetales feriepenge, som arbejdsgiver skal beskatte i forbindelse med udbetaling, skal feriepengebeløbet principielt indberettes som almindelig løn.
Feriepenge udbetalt under ferie medregnes således af A-kassen (som anden A-indkomst) i den måned ferien afholdes.
Din dagpengesats beregnes ud fra et gennemsnit af din løn i de 12 mdr., hvor du har haft den højeste indtægt inden for de seneste 24 mdr.
Hvis der ikke inden for de seneste 24 måneder forud for ledighedens indtræden foreligger indtægt i 12 måneder beregnes dagpengesatsen på baggrund af indtægten i alle måneder med indtægt inden for perioden på 24 måneder.
Jeg tror derfor at din A-kasse har ret i deres beregning af dagpengesatsen.

Betaler man ikke sit kontingent til tiden, skal A-kassen sende dig en rykker. Fra du modtager rykkeren, har du 3 uger til at betale.
Gør du ikke det skal A-kassen slette dig som medlem.Hvis det skyldige medlemsbidrag, samt senere forfaldent medlemsbidrag betales senest 4 uger efter, at medlemmet er blevet skriftligt underrettet om slettelsen, hæves slettelsen.
Bliver man slettet som medlem mister man sin medlems-anciennitet. Når/hvis man bliver medlem igen, skal man altså være medlem i et år før man kan få dagpengeret.
Du har pligt til at anvende A-kassen’s digitale kommunikation, og kan derfor ikke kræve at der sendes et “gammeldags” brev. Du skal logge ind på deres selvbetjeningsløsning og se beskeder der.
Du skal dog på et tidspunkt have været vejledt om, at du er omfattet af a-kassens digitale postordning, samt om vigtigheden af at tjekke din post dagligt.Du har pligt til at fortælle din A-kasse at du har fået ny email-adresse, så kan få notifikation om nye beskeder i din indbakke.
Men A-kassen skal selvfølgelig kunne dokumentere at de har fulgt rykkerproceduren og har sendt rykker til dig i deres digitale postordning.

I still don’t think I fully understand what the problem is…can i see exactly what the A-kasse writes to you about this?. Do they refer to a legal Act.
